Storage on Galaxy J3

New phone a few weeks old.
Purchased the phone to use mainly as a normal mobile and maps on our travels from Osmand.......so little use as yet.
Use PCs/laptop most of the time.
16Gb of internal storage has dwindled to only 4 Gb available space......I think it was about 9Gb either free or used on purchase
Any maps downloaded have been moved to a 64Gb card I have added.
Only 60Mb of storage shows as user data...and on the 64 Gb card only 90Mb on the added storage although I did assume that the maps were around 2Gb or more.

No other apps can be moved to my added storage.
Is the OS really using 12Gb or have I missed the obvious?

If you downloaded 2gb of data it should be 2gb of data, period.
Not all apps can be installed to the external storage.
The OS is more than likely taking up about 4gb of system space.
Use a file manager and see exactly what is consuming your space.
SD maid from the play store can help you find out these things.
