Root Stuck at teamwin logo

I had CM13 installed on my S3 Mini. It was running slow so I decided to factory reset from the settings. Now my device is stuck in a TWRP logo boot loop.
- I cannot access recovery
- I can only access download/Odin mode
- I already tried flashing stock ROM but my laptop won't detect my device for some unknown reason. It shows an error USB device not recognized device descriptor failed

I have tried in various other popular forums but I was not guided at all so please any kind of help will be appreciated, thank you.

Is the battery removable, if so try removing the battery and hold the power button down for 10 sec to clear the device bios. Replace the battery and make sure it's charged to at least 95%. Try the factory reset again....

As you suggested, I removed the battery and held the power button for 10 seconds to reset the device BIOS. When I re inserted the battery and turned it on it was still in the TWRP logo boot loop.
