Synchronizing Flash

I have an unlocked Cubot One android 4.2.1 OS. The flash is not synchronized when taking a picture. I've looked at what few settings, but nothing works. The flash is too early when taking a picture. Anyone got some help for me?

Typically the flash goes a bit before the picture, it's just how it works.

Is the picture quality bad because of this?
