how do i get out of this without losing all my data

Ignoring why/how you got there:
Use the volume up & down buttons to select "reboot"
Press the power button to perform the action.
The phone should restart normally. If it does not, there is some type of problem and you may need to use one of the other options. In that case I would register on the forums and post a question with as much background info as possible in the forum particular to your phone.
(It is normal that the touch screen does not work when in the 3e recovery screen)
