Is there anyway to stop this crap? Why is it downloading this sysyem update? Why is it using my data plan against my will to do so?

A system update of that size isn't surprising. My own phone has an option in Settings > About > Software Updates to only download updates via WiFi: does yours not have this?

As for why it's doing it, have you got the option to automatically download updates set (in the same menu)? Some US carrier-branded phones don't give you that choice, but otherwise you should be able to control it (I've never met a phone where this was enabled by default, but I don't buy carrier-branded phones).

Carrier branded phones, at least Verizon does, always have it set to default to WiFi only.

There was a time when Verizon had a statement to the effect: System Upgrades are NOT debited to your data plan.
I have not researched to see if this is still true, but IMO, it probably still is.

I have to go through an agreement I don't want to bother with to reach what MAY be my version of this. And these Sprint butholes did charge me for the data!

What app downloads programs for android OS? What really pisses me of is that I had background data restricted, but it goes ahead and uses it anyway.
