Calls on my T-Mobile Samsung Note 3 are garbled. Incoming and outgoing. Other callers say it sounds like my voice is scrambled...also some say it sounds like chipmunk speaking and very garbled. On my end I can hear them just fine. I see a lot of complaints about this on other forums with no solutions. Other forums talk of replacing phone and sim cards and still have the problem. Does anyone have a solution?

You're "going digital", and that happens when the signal gets weak or noisy. You're in an area that TMobile doesn't have good coverage in and there's not much you can do about that.

Whats your WiFi calling setting? If it's on, turn it off. If you have WiFi and it's off, try turning it on.

Hi sorry to inform you that you may have a damaged or bad firmware.
I also use a note 3 tmobile but I modified mine to the max and is very loud.
Check your firmware I suggest rooting it and installing a custom rom I use Bobcat rom and is awesome is so personalized that my name is on this rom firmware as you can see
