I live in West Virginia. T Mobile doesn't have towers in my area, however they are service partner with AT&T. If i get Nexus 4 with T Mobile in my area will i be able have 4G on AT&T network ?

It depends on their roaming agreement. They may let you, they may let you have limited service, or not any. But if you're getting a Nexus 4, why not just get at&t or an at&t mvno's service since it will work on their towers?

Because I'm interested in the 30 dollars ,100 minutes, unlimited text and 5gs of data prepaid plan offered by t mobile. I am not aware of any plans similar to that by at&t
