What is TalkBack, is it necessary, and if not can it be removed, rolled back, disabled etc.?
TalkBack is a function for the visually impaired. It is included on every Android device. You may be able to disable it in your device's App Manager if permitted.
Accessibility > Talkback should be OFF by default AFAIK, unless it's a phone that's specifically setup for visually impaired use?
In fact on Oppo and Vivo phones you have to solve a CAPTCHA to turn on the accessibility features, like Talkback..
