Help Tether complete cutoff after limit reached?

Anyone on unlimited plan getting Tether disabled after reaching limit?
It's been that you can still Hotspot, albeit in throttled mode.
Now it is not WiFi detected by other devices, even in Allow All mode.
I hit the 8gb limit one week into billing cycle, after only 11gb total used(long story).
Original stock, no root, no appz.

Please no helpful advice, the only purpose is to ascertain whether this is a new Metro policy.

Just upgraded to zmax pro during same cycle, from g Stylo... coincidentally or not difference is like night and day.
Zmax connects easily and provides throughput despite tether allowance utilized up.
And speeds feel only somewhat throttled.
