When you use tether or hotspot via 3rd party or rooting are you still bound by the 2gb or 5gb limitation?

Third party tethering isn't allowed by VZ's terms of service. You aren't likely to get caught if you don't go crazy with the bandwidth use, but VZ can terminate your service for doing it. To comply with the ToS, we are supposed to pay VZ and use their tethering app.

Ok so same question asked this way... if you use Verizon's mobile hotspot app and pay them $20 bucks what does that get you, another 2 gigs of data, for a total of 4 gigs all together?

I work in an office. It has a window, but it isn't
In a house, near some mountains.

you pay $20, and get 2GB usage. any overage is $.05/MB. that 2GB is only counted toward when you have the app running. when you are just using your phone, data remains unlimited.
