It's an OTA update that contains the complete JB 4.1.1/Sense 4+ firmware and ROM for an HTC One S C2 (Ville C2) which has the same screen size and snapdragon s3 processor as the Evo 3D/V. The HTC JB updates before that one were for devices with larger screen sizes and s4 processors, including the Evo 4G LTE.

No. That OTA update cannot be installed on the Evo 3D/V. It just makes it easier for developers to create a JB/Sense 4+ ROM for our device.

Only if you switch to a phone that has an HTC release of JB 4.1.1 with Sense 4+ and Virgin Mobile doesn't offer any of those.
