If you suspect you are being tracked, the first thing to do is change your gmail password and turn on 2-step verification. Then, as long as your phone was never rooted, a factory reset should be sufficient. If you at any time rooted your phone, then I'd recommend re-flashing the factory firmware. Finally, don't let anyone else use your phone.
May I ask why you think you are being tracked/hacked?
Unless you're a spy or a criminal no one is tracking you. The Boston Police Department is way ahead of the rest of the world in Phone tracking from what I've heard. But Cops do exaggerate.
