Is there an app for the droid x or other android device that lets you transfer battery power via usb to another device? Basically use my phone like a portable charger?

That's not a software thing, that's a hardware thing. An app can't change hardware capabilities.

I don't think so, but the proof is in the pudding of course: I would simply try it.

Well then I'm voting to add this ability to next gen phones. Would be neat to be able to use any device to power any other device.

    Check before you 'vote'.
You wouldn't want to 'vote' up the wrong tree, would you? :D

The most common complaint people have about their phones is the lack of battery life. I really doubt they're going to add a feature that's going to destroy that.
