I have the screen controlled whilst charging with Home > menu > settings >applications > development > stay awake checked.

Fine but sometimes I do want the screen to power down such as when I am charging from a battery pack rather than wall or car socket.

Ideally a button on the Home screen.

    Any ideas?

Hows about "Development Control / Widget" from the market?

Trouble with turning off is that I would need to get to the off button; in the circumstances I would be able to tap the screen but not press the off button; Desire inside waterproof case.

That widget should allow you to do that. The turn it off and on again is part of my signature :p

It is when 9 times out 10 it works. But just for your benefit I'll move it down a bit later when I'm at a pc. Ok?
