The way I understand it is once you open the browser and the page loads then you go back to the homescreen the internet session is like on pause. Unless it is constantly updating or refreshing the page to use data. If you are concerned about it you can go into your applications manager on the phone and kill the internet or maybe try a 3rd party browser like Dolphin which I believe has a true exit button.

from the home screen tap menu-settings-applications-manage applications-running then look through that list of running apps to find the internet app tap it you will then see a force stop. now next time you open the browser you will see it starts over at the homepage

That will vary from phone to phone depending on the apps installed. I don't usually manually shut anything down. I do use watchdog lite to monitor my apps and set my threshold to like 90% or so and then the it alerts to any app using too much could and i can kill it from there

I don't think there phone keeps a list of apps killed. It won't be able big deal if you closed the one but if you randomly start killing apps running you could run into problems. I just let the android system do its thing and shut down apps as it deems necessary
