    Where?

When I first set it I only get an option for location.

First of all, which weather widget you talking about? HTC widget?

Click on the weather widget. Once the weather opens, click menu. You should see an option for settings

Turns out, the EPST.apk was not included in EE 3.0. Framework said he forgot to include it. I had to search a bit to find it. I can't remember what forum I found it in, either here or over at xda, I just did a search. All I had to do was download and move to system/app and install and everything works fine now. Hope this helps.
