My phones dockbar does not go away when you change home screens. It just puts the other dock tab over it. Is this normal. And what is the difference between a factory reset and a clear all cache

Try powercycling your phone first (power off, then on), before resorting to clearing caches and Factory Resets.

Why? And is doing too many factory resets bad for your phone

No, but why not start simple first? A lot easier to powercycle than to have to setup all your homescreens following a Factory Data Reset. That's just me though. If you want to Factory reset your phone go right ahead. ;)
