Search for networks: do you see any? If so then the radio hardware is working. If you cannot connect, and a reboot doesn't fix it, you should speak to your network provider. Sometimes networks simply have outages (they can be funny things too, like one block of subscribers get cut off, rather than just the transmitters stop working). If it's something like that then they should be able to tell you, and it will be fixed when they fix it. It's also possible that your SIM card is dying (it happens), or that there's a problem with your account. In all of these cases you want to speak to your provider to get it fixed.
