I had the same problem but I realised with the new Sense 3.6 your shortcuts on the lockscreen are a duplicate of your dock bar ONLY (bottom of home screens; [dialer, messages, ALL APPS, camera, Internet]). Disable lock screen shortcuts, lock the screen, wait 3 seconds, then unlock and re-enable lock screen shortcuts. You're changes will now be applied to the lock screen.

Ok that begs the question, how does one get to the dock bar to change the icons?

OH! Never mind, I see now just do a long tap on an icon at the bottom of all the home screens and you can trash it, then you can add a new one.

How do I disable lock screen shortcuts? And then I'm suppose to lock the screen? I'm sorry but I don't understand. Help?

These four app icons on the lower home screen (it is the launcher bar) you can handle like the other app icons on the home screen: with long press on it for to move or to shove in the trash can.
Gary said it above in its post :)

And these app icons you have put in the launcher bar, these icons you'll see on the lock screen.
