Help Unlocked or not?

I have a Rogers Magic that I purchased on eBay. I was told it is unlocked and I have been given 2 sims - one for Rogers and one for AT&T. Neither of them are activated. Can I determine if this phone is actually unlocked without activating the sims?

I will be using this phone in China, which is why it needs to be unlocked. With either sim in, it starts up and I can use all the non-phone functions. It just says "No Service" for both of them. Regardless of the sim, it still has the Rogers splash screen. Right when I got the phone, I upgraded it to Android 2.1.

Best way to know for sure is to borrow someone's SIM ideally a non Rogers and you'll either get their phone service or it will ask for the code. Got phone then you're good to go.
