Root Unlocking via Rooting?

Hey guys, I was wondering if I could unlock my phone after rooting it?

If not, does anyone know a good unlocking site/guide? I don't mind paying as long as its Legit.

I'm buying a Galaxy Portal but may be able to only get it on 3, and I'm on T-mobile, I.e why I need to unlock it.
