Directions for tethering, not just plug it in.
Running Windows XP on laptop.
Well too few info. Does your carrier block you from tethering? What phone do you have?
In my case, I just plug the phone in, open settings, select tethering, then turn on usb tethering.
1) Turn on hotspot on the phone via settings, note SSID and password. Recommend you change the default password, often it's "12345678".
2) Connect computer to phone's WiFi hotspot.
3) Connected and online.

Laptop has dial up and DSL
I am trying to just transfer files from phone to laptop.
If you're just trying to transfer files, get the usb cable provided with the phone when you bought it, plug one end in the phone, another in the laptop. The phone will appear under My Computer as a media device, then you can browse it's contents like a flash drive.
You might need to approve the connection on the phone before the laptop will recognize it. Once you've plugged it in, check the phone for notifications. Depending on the version of Android you're running, it could as to enable USB storage or MTP mode.
Do you have Alcatel USB drivers installed on your PC? If not you should be able to get them here
