using Droid Web when roaming??

I was playing in the settings of my phone and mobile networks data roaming there is a warning "you may incur significant roaming charges"
Does this mean if I travel to another state, using my browser with cost me $$

Not another state, just out of country. Or in a state that has areas that are not covered.
