Help Verizon Nexus boots in silent mode? Possible bug?

Strange thing is happening, when I reboot my phone (sound is on full blast before I shut off) it boots in silent mode??

Is there any reason this would happen? Did a factory reset (still happens) / I'm currently unlocked and rooted with no mods other than Nova launcher (same thing happens with default launcher). Also did a battery pull with no luck.

Any help would be greatly appreciated.

I'm finding that too.

Also happens when the phone runs dry battery wise, and shuts down, then upon plug in, it's shifted to silent mode on it's own
