I have a rather rare android device - Unicorn Zorro - UC-Z550. Smart phone with No Camera. It's infested with virus and even after a factory reset it doesn't go away. After I reset and connect to Wi-fi, the browser opens half a dozen pages with pop-ups and images blocking the screen. I have done a reset again and this time I didn't turn on the Wi-fi or Mobile data I don't see any issues.

If it were a device that has custom roms readily available I'd have done a clean wipe and install a custom ROM. Now, I am stuck. Please help

While WiFi is still turned off,
Try going into Settings and turn off all of the native browsers.

then install a different browser, such as Ghostery which is made to protect you against such things.
