    Hi, welcome to Android Forums.

Voicemail is a network function so you may have to speak to your carrier.

You could try the following steps first though :-

Open your dialer, key in *#61#, hit Call. You should get a response giving you your voicemail number and, if it is enabled, the current delay time in seconds. If it is enabled you will need to speak to your carrier to see why it's not working.

If it is not enabled, try keying in the following :-

    *61*AAAAAAAA*11*BB#,

where AAAAAAAA is the voicemail number and BB is the delay time between 5 and 30 seconds in steps of 5 ie 05,10,15,20,25,30.

    Repeat the *#61# to confirm.

61 is forwarding on 'No answer', if you substitute 62 and 67 for 61, it will give you the status for forwarding on 'Unreachable' and 'Busy'. No time delay is required for these, so if you enable them just leave out *BB.

    Hope this helps.

    :)
