    Is there at least one of these apps that will let you call anyone? Landlines? Other carriers? Someone who does not have the same app installed?

    GrooveIP works great on my Optimus-V. You need a Google Voice#, but no one else needs anything. Makes and receives calls over Wifi or 3G. "They" need to call your GV#.

    Takes about 5 minutes to set up. No having to go out and get SIP accounts or anything. Just a GV#, if you have that already it's a no brainer.

    Super easy setup. Tested on my home WiFi with an outgoing call. There was a very slight lag comparable to a normal phone call. Using a 3G connection with almost no signal, the latency became noticeable and audio quality was low but understandable. I didn't expect the call go through on this test. I'd recommend it.

    Yep. You still have to pay Google for international calls, but you can make them from your phone cheaply.
