Help waiting for network connection (google speech services)

Just started popping up a week ago. (english(US) ). I have googled and tried:
1)In google/settings/voice/offline speech recognition/ choose auto-update and set to auto update languages at any time. (installed tab only offers uninstall, NOT update)
2) in google play store , "speech services by google", choose uninstall, does its thing, choose update, does its thing.
3) leave wifi in my router ON and turn wifi on on phone.

Still no joy. When I tap or double tap that toast nothing happens. When I hold it I can silence it.

Moto G Fast (aka G8), current, stock, unmodified. retus, 11, RPJS31.Q1-53-12-11 Dec 1, 2021.
XT2045-3 , ATT Paygo.

Thanks Danny. That got me thinking that it started right after I had installed (if I recall correctly) "Hey Japan", and my AdAware failed and an install for Kaizen popped up, and I, perhaps foolishly, installed it. I just uninstalled it and I'll see if that makes a difference. If not I will uninstall Hey Japan and see.

So just let it continue???

What do I lose if I uninstall it? google voice assistant (hey google)?

I'm not sure what happens if you uninstall it.
But you can always reinstall it

followup: it did not go away when I uninstalled that Kaizen app, but it hasn't appeared since I went to playstore and clicked uninstall for speech services. Hey google still works and I have not noticed anything that does not.
