Want to buy an S3 in the USA to give as a gift to a person who lives overseas

Should I assume that I just go into a store like AT&T or Radio Shack (like the Boost Mobile version) and just a buy an S3 with no contract and I'm done?

The person I'm buying it for lives in the Middle East and would use it permanently over there by using a carrier over there.
