Are there any wearable watches that support the Google Voice App. My business line is through Google voice ..all my texts and calls come in through GV.

There isn't a Google Voice app for Wear OS, but that shouldn't be that big of a deal. Calls to your phone (even those made to your Google Voice number) will still ring through to the watch, and if you have Google Voice set as the default for outgoing calls then calls made from your watch should also go out via your Google Voice number. You can also receive notifications of text messages to your GV number on your watch, and you can reply to those directly on the watch as well. The only thing that won't work would be composing new texts to be sent from your GV number on your watch.

While I understand your reply, I'm more interested in the OP's implied/inferred question. Why does my watch need to be dependent on my phone? Why do I need a cell phone phone extension on my wrist?

I like the implied/inferred questions as I wonder too. For me, the current thinking on smartwatches as cell phone extensions is not keeping up with technology. I do not like carrying a phone with me all the time, but I do wear my watch all the time. Conventional thinking is that watches are for notifications or fitness tracking and while those functions are noble, they are limited in scope. Don't get me wrong, I like listening to Pandora while running or while connected to my car's Bluetooth but I also like taking or making phone calls too without having to worry if I have my phone with me. To me, smartwatches should be viewed as separate devices. So, I too ask, why is there no Google Voice phone app?

Your watch doesn't need to be dependent on your phone - provided that your watch has its own cellular connection (which many do) you'll only really need the phone for initially setting up the watch and granting it access to your accounts. Everything else can be done on the watch itself, including making/receiving calls and sending/receiving texts.

.... that just isn't currently supported by a Google Voice watch app. I'd encourage you to use the Menu > Help & feedback > Send feedback option in the Google Voice app on your phone to let Google know you'd like to see GV supported on standalone Wear OS watches.
