How do i set up the weather effect on my HTC phone ?

You may be referring to the live weather wallpaper provided on some versions of HTC devices.

Tell us which device you have and we'll get you going if that's the case.

If you mean the stock weather widget, that is only a matter of going to the main menu and tapping "add widget" then selecting the animated weather widget.
