weird 3g icon

Hey guys I got a weird little E icon sometimes where the 3g icon is, the arrows there move up and down, but when that happens it won't let me connect to 3g at all. The only way for me was to restart the phone. Is there anyway for me to solve this issue? Thanks in advance

Basiclly that means its running on edge which is the lowest data speed.

Wifi>HSDPA>3G>Edge

When ever you are not in an area where there is 3G available you will get Edge Speeds, once you get back into a 3G area you will get your 3G back, sometimes you may lose 3G temporarily and only get edge but it will come back, if this becomes a persistent problem, then call your service provider or whee you got your phone from.
