No because it's a Windows program and they don't run on Android. The galaxy will have a Web browser as standard - probably called "Internet" or you can install one or more from a choice of many browsers available on playstore eg chrome Firefox dolphin boat naked etc. They all do what Internet Explorer does on Windows but with different features and interfaces. You have lots of choice!
