Help What is Nearby services and why wont it go away?

Disabling isnt an option so i keep manually stopping it but it just keeps coming back. Any idea on what it is and how to fix it?
Im on a Samsung galaxy s6.
I also cant remove Facebook. Disabling it doesn't work, uninstalling it doesnt either.
