What is tbis QuickMemo thing?

Was exploring my phone this afternoon. There is an icon called QuickMemo at the top of the screen. I cannot figure out what it is for. For one thing, it only makes squiggly lines. What do you do with it? Is it an app?

Just to write stuff on the screen example it's what's on the screen of the phone on the metro website and the box

Or take parts of screens (grab edges and move) It is extremely useless, I miss it on my Android tablet. QuickMemo is a feature that should be on the play store (Come on LG)

Its a system app so if they were to release it on the play store it would be only to phones with root and they would basically be supporting rooting.
