what is this pop up and how do I get rid?

Welcome to AF Tony. I moved your thread here for the best support. I think what you are seeing is a pop up generated from an app that you have installed. You might think back to when this first appeared and what app you might have installed about that time.
The removal should prove to be as simple as removing that offending app. I hope this helps.

This is definitely an app. Go back to your recent apps and check newest comments.... Chances are, you'll see a ton of comments on one from people yelling about adware/adpush/spam/pop ups. If that still doesn't help, many anti virus programs also will tell you of any annoying apps that contain adware.
