What's causing this weird frequency noise?

Recently I noticed that my battery life was significantly shorter than usual. I found out it was because my phone was making a faint noise that sounded like a frequency. When I pressed the volume buttons it changed the media volume rather than the ringer volume even though I was at the homescreen at the time. Using ATK to kill all running programs did not stop this noise. Turning off the phone and then turning it back on temporarily solved the problem but it has reoccurred a few times now.

I am wondering, does anyone know what my problem is and how it can be fixed? (I am on the latest Rogers software and haven't screwed around with anything that would void my warranty)
