Must be a bug fix release. The old version had some network bugs right? (I'm not sure since I haven't used it). Are those fixed?

I'm too assuming that it is an bug fix update. Regarding the previous version. V20b, I didn't experienced any network issues. But found a bug in stock android keyboard not suggesting from the English dictionary. This is still not solved yet!

I think they have fixed the video quality. In the V20b release the video quality is poor and it is having pixel layer display issue. Now the picture quality is much improved like in 2.2 foryo.

My quadrant score ranges from 725-825. Is there any steps/procedure you perform before starting a quadrant benchmark?
