When flashing ROMs, elements of old roms come through- I want a clean new install

When I flash roms, it doesn't start cleanly, I get the passcode unlock from the old rom and then all my apps are there, and it is weird. When I flash roms I like it to be like a totally new OS, starting from the "touch android to begin" screen. Instead, it is just merging two roms together into a mess. I do wipe data and clear cache before flashing, so what's happening?

BEFORE you flash the new ROM in Recovery, wipe everything.

1) Wipe data, cache, and Dalvik cache before flashing the new ROM.
2) Do not restore any system data with Titanium.

If you're still having problems after that, try the root forum for your phone; perhaps something went wrong with the root.
