On your Developer Console, at the bottom of the page, under USEFUL TOOLS, you'll see a Google Payments Merchant Center link. Click that and it will take you to the Payments Merchant Center page. On the left-hand side under Payouts, click on the Payment Settings link to manage your payment methods.

    Cheers!

Hmm, that's odd because your link shows "merchants.google.com/..." and mine is "payments.google.com/...".

The link under the USEFUL TOOLS column (do you have that?) for "Google Payments Merchant Center" is https://payments.google.com/merchant.

    How about this?

    http://developer.android.com/distribute/googleplay/start.html

Set Up a Google Payments Merchant Account
If you want to sell priced apps, in-app products, or subscriptions, you’ll need a Google payments merchant account. You can set one up at any time, but first review the list of merchant countries.

To set up a Google payments merchant account:
    1. Sign in to your Google Play Developer Console at https://play.google.com/apps/publish/.
    2. Open Financial reports [IMG] on the side navigation.
    3. Click Setup a Merchant Account now.
This takes you to the Google payments site; you'll need information about your business to complete this step.
So, I'm guessing you have to setup the Merchant Account (it's been 6 years since I've done this, so I really don't remember the details...).

I figured it out. I had to create a new account. When i made the first one, i accidentally pressed escape while entering my info. I think something went wrong when creating the account. The new account is working, and everything is fine. I had to pay the 25$ tax again tho.
