I finally figured out the issue with my charger. It does actually work, but the working conditions the phone is under don't allow it to work well. The phone is mounted on my windshield because I use it as a GPS. Because I've got everything turned on and it's 100 degrees outside the battery gets really, really, really hot. This makes it stop charging and makes the battery light flash green and orange alternatively. When I pulled it out and put it in front of the A/C vent for 30-45 seconds, it cooled off and started charging again.
