I have search but can not find what I am looking for.

    I use wifi at work.

Is there a application that you can click on Wifi ,then it activate
    1. Mobile Network Settings
    A. Use Packet Data (on)
    2. Accounts and Syc
    a. Background Data (on)

When I go home and then click on wifi off, it will disable all off the above.

Not sure what "Packet data" is, but I do everything else you are looking to do with Tasker

Here is a link to the tasker website, there is a direct purchase link so you don't need to buy it using the Android market

    Tasker for Android

Can you not just do that with your phone? I do the opposite .. in that I use wifi at home and mobile away from home.... and in the phone settings it is set to use "mobile when wifi not available". As soon as I leave the house my phone switches over and vice versa when I come back in range of my house (or one of the other pre-set and remembered wifi connections I have stored ...e.g. my sister's house).

You might want to take a look at y5. It doesn't do anything with packet data or syncing, but just turns your wifi on or off depending on where you are.

e.g. when you go home, it notices you're at home and turns your wifi on, when you leave, it turns it off.

It works for all your wireless networks, so I have home, work, and other frequent travel spots (e.g. family) wifi networks ready to go.

Works great, saves battery, and hassle free.
