"Wifi only" / "Restrict background data"

    Can anyone tell me what the difference between these two options is?

    E.g., an App like SugarSync has a "Wifi only" option within its own settings.

    But by going through Android settings/Data usage/Sugarsync, there is another option, "Restrict background data" which appears to do the same thing.

    The two options can be set independently, does one take precedence over the other, or what?

    AFAIK, the data usage part is an Android setting, which is there for almost ALL apps. It doesn't have anything to do with whatever settings Sugarsync has. Its there so that even apps with no WiFi only setting will be controlled. It just so happened that Sugarsync has its own control which doesn't really matter.
