Is there an app I can download so that my S3 automatically switches to wifi to make calls and send recieve texts when the signal is stronger than Verizons mobile network?

wifi doesn't affect your call signal nor does 3g internet is not used in text messaging or calling. Unless you are using group messages data does not matter

T-Mobile USA is the only provider I know of that can use Wi-Fi for making calls with their Wi-Fi Calling app. You internet, e-mail and SMS should work fine with Wi-Fi. MMS requires Data and will not work on Wi-Fi.

    grooveip with google voice.

Keep Wifi on and GrooveIP signed in to Google. Use the setting on the phone to switch to wifi automatically (Settings - Wireless & network More Settings - Mobile Networks - connection opitmizer), or tasker/llama to automate. You can foward one number to the other and set the phone to use GrooveIP instead of the regular phone.
