WiFi turns on automatically ZTE ZMAX PRO?

The WiFi on my phone keeps turning on automatically. I have turned off the wifi advanced settings and it still turns on by itself. Does anyone know how to keep it turned off permanently?

Pull down from the status bar and press the wifi icon

I turn WiFi off on the status bar and it still turns back on by itself.

I think there is something in the settings that needs to be turned off

Have you tried putting the phone into airplane mode? Try it and see what happens
