Thinking of buying a Nexus 4 from Google here in the US for someone as a gift but they live in the Middle East. Will there be any problems in them using it with a carrier overseas? Or is it good to go?

There should be no issue. The Nexus 4 from Google comes sim unlocked by default, so as long as the carrier uses frequencies that the N4 supports, you should be fine.

I am fairly sure that the version that is sold in the USA is the same version sold world wide.

Other then LTE the Nexus has support for many frequencies.

Yes, it will work fine on any GSM network worldwide.

The only gotcha might be language support. I know Arabic used to be a problem. Don't know if that's improved or not.

The other gotcha is data costs.

A US handset going to the Middle East. It's going to be sending data to PRISM like there's no tomorrow :)
