Help windows 8 won't recognize Razr

I downloaded driver from Motorola. I also installed MotoCast. This is a brand new HP windows 8 machine & Razr still doesn't show up in device manager. I am using the proper USB cable. USB debugging is checked & Unknown Sources is checked.

Is anything else required? What do I need to do to be able to transfer from computer to phone?

An Sdcard is also required in the phone.
