Help You Have Probably Heard This Question A Thousand Times But...

I have been trying to set a wallpaper for my gem that is proportional and after doing some reading around the forum I am still a bit lost on the correct dimensions. I have tried resizing the dimensions several times but cant seem to get to be proportional to the screen. I am trying to set it up as just a static image and without scroll.

Any help?
