As well as Motorola and other manufacturers who have/will release Android phones without multi-touch.

It's a lot less troublesome for Google not to include it and let manufacturer's do it at their choosing than make it a standard on the Android OS and call upon Apple's wrath. Although if Google did do it, it would be a lot less troublesome for all of the phone manufacturers and their customers.
