Glitch with clock in task bar

The past few days, I've noticed episodes of the task bar clock just stopping yet the weather widget clock continues to keep accurate time.

The only pattern I've noticed seems to be when I'm scrolling around, messing with the contacts, but I don't know for sure if that's when it occurs. I can do a soft reset and it still shows a time as much as 15 min behind. Could this be network related or more likely the phone?

Would love to help but I have not a clue. Only advice would be to do a factory reset, but I would hold off on that until others have time to chime in. Quick BUMP in hopes for some other input.
